Abstract
"One Cut Too Many" is a policy brief on female genital mutilation/cutting (FGM/C) by Islamic Relief, published in 2019. The brief highlights the severity of FGM/C as a violation of human rights and a threat to women's and girls' health.
Prevalence and Consequences FGM/C is a widespread practice, affecting an estimated 200 million girls and women worldwide. The physical and emotional consequences of FGM/C are severe, including prolonged bleeding, infection, and chronic pain. The practice also has significant social and economic impacts, perpetuating cycles of poverty and limiting women's opportunities.
Legal and Policy Frameworks FGM/C is recognized as a violation of human rights by the United Nations and many national governments.
This paper explores the link between FGM/C and Islam, arguing that there is no religious justification for the practice. On the contrary, the harm FGM/C causes makes a strong, religiously sanctioned case against it. The Qur’an makes no mention of female circumcision – in fact it warns against bringing deliberate harm to oneself or others, and against temptations to change the form created by God.
The brief provides an overview of the legal and policy frameworks in place to address the issue, including international human rights treaties, national laws, and regional agreements.
Recommendations To prevent FGM/C and support survivors, the brief offers several recommendations for policymakers, healthcare providers, and community leaders:
• Increase awareness and education on the harmful effects of FGM/C
• Provide access to healthcare services, including counseling and medical care
• Promote alternative rites of passage for girls and young women
• Support community-based initiatives to address the root causes of FGM/C
• Develop policies and programs to protect survivors and hold perpetrators accountable
